The Cebu Provincial Government convened a sectoral consultation on Tuesday, October 21, 2025, at the Quincentennial Hotel to initiate the formulation of the Cebu Provincial Development Plan (PDP) 2026–2028.

The one-day event brought together Governor Pamela Baricuato, members of the Sangguniang Panlalawigan, provincial department heads, representatives from national government agencies, and civil society organizations to collaborate in shaping Cebu’s roadmap for inclusive and sustainable development over the next three years.

The consultation featured a series of workshops aimed at setting sectoral objectives, defining key outcomes, identifying priority programs and projects, and establishing implementation timelines. These discussions provided an avenue for participants to align their goals, identify support needs, and ensure a unified approach to development planning.
According to Marcedita C. Coca, Project Evaluation Officer IV and one of the lead facilitators, this marks the first time in six years that such a comprehensive consultation has been conducted.
“This is the first time after six years that we’re holding this kind of consultation, and I encourage everyone to take full advantage of the opportunity,” Coca said.
“Participate actively, respect others, tackle problems—not people. Agree to disagree and maintain confidentiality,” she added.


The outputs from the consultation will be consolidated into the Cebu Provincial Development Plan 2026–2028, which will guide the province’s strategic direction, policy priorities, and investment decisions in the coming years.
