After nearly a decade, Cebu once again gathered its brightest minds in technology, governance, and innovation through the “Ato ang Sugbo: Uswag Digital — LGU ICT Congress 2025”, held on October 27, 2025, at the Capitol Social Hall, Cebu City.
It has been nine years since the last ICT Congress in 2016. This year’s event marked a major milestone for the Provincial Government of Cebu as it renewed its commitment to advancing digital transformation and inter-LGU collaboration across the province.

The 2025 Congress was attended by over 40 local government units (LGUs) and around 15 private sector ICT partners, serving as a vital platform for dialogue, innovation, and partnership toward building a smarter, more connected, and future-ready Cebu.
In his welcome address, Provincial Board Member Malcolm Sanchez, representing the Lone District of Mandaue, underscored the importance of innovation-driven leadership in public service and the shared role of LGUs in driving Cebu’s digital agenda.

A major highlight of the event was the presentation of the Executive Order creating the Provincial Information and Communications Technology Council (PICTC) by Paulo Uy, chairman of the Technical Working Group for the council. The PICTC will serve as the Provincial Government’s policy and coordinating body for ICT development, tasked with leading initiatives on data integration, digital governance, and ICT infrastructure enhancement.

Governor Pamela S. Baricuatro graced the event with an inspiring message, commending the ICT community for reviving the Congress after nearly a decade.
“I know it’s been years since this has happened, so great job PICTO, DICT, and other partners. And as I say, you have my all-out support — kay kahiabwo ko ang uban dugay na gahulat nga mabalik ni nga klase nga gathering — one that reminds us how important it is to adapt, to learn, and to grow together,” Governor Baricuatro said.
The governor also emphasized that digital transformation is ultimately about people, not just technology.
“Digital transformation isn’t just about gadgets or systems. It’s about people. As your governor, I want our LGUs to be confident and ready to embrace innovation. Dili ta dapat mahadlok sa bag-o. Technology should not replace compassion — it should amplify it,” she added.

The one-day Congress was organized by the Provincial Information and Communications Technology Office (PICTO), headed by Jeannete Saluba, in partnership with the Department of Information and Communications Technology (DICT) and the Provincial Information Office (PIO).
Technology experts and partners presented updates and insights on digital infrastructure, cybersecurity, data centers, and artificial intelligence in governance, emphasizing how technology can enhance efficiency, transparency, and public service innovation within LGUs.
The DICT also showcased its flagship programs under the Digi Bayanihan Project, including eGovPH, the Integrated Business Permits and Licensing System (IBPLS), Free Wi-Fi for All, and the Philippine National Public Key Infrastructure (PNPKI).
Engr. Krister Corregidor K. Cosedo, department head of the Mandaue City Management Information Systems Office, shared the city’s experiences in implementing its Fiber Optics Project and Public Wi-Fi Program, demonstrating how robust digital infrastructure drives competitiveness and connectivity.
In his closing message, Engr. Royden H. Rusiana of the DICT encouraged sustained collaboration among the national and local governments, the private sector, and communities.
“Digital transformation is not just about technology, but about people and partnerships,” Rusiana said.
