Cebu Governor Pamela Baricuatro officially convened the Kumbati Cebu Task Force, also known as the Provincial Rehabilitation and Recovery Council (PRRC), on Friday, October 10, to lead and coordinate all post-earthquake rehabilitation and recovery initiatives in the province.
The PRRC was established under Executive Order No. 60, designating it as the central coordinating and policy-making body for the implementation of the Kumbati Cebu framework—the province’s comprehensive strategy for disaster recovery and resilience-building following the recent earthquake that heavily impacted Northern Cebu.
During the inaugural meeting held at the Capitol, Governor Baricuatro, who chairs the task force, was briefed by key agencies and sectoral representatives on their ongoing initiatives and strategic plans for recovery. Attendees included representatives from the Office of Civil Defense, National Housing Authority, Department of Trade and Industry, law enforcement agencies, private sector stakeholders, local chief executives from affected municipalities, and heads of various Capitol departments.
To ensure a structured and efficient response, the task force finalized its cluster-based operational structure, consisting of the following:
Infrastructure and Housing Cluster Led by: Provincial Engineering Office and Department of Public Works and Highways
Health, Social Services, and Livelihood Cluster Led by: Provincial Social Welfare and Development Office, Provincial Health Office, and DTI
Environment, Land Use, and Preparedness Cluster Led by: Provincial Environment and Natural Resources Office and Provincial Planning and Development Office
Economic Recovery and Private Sector Engagement Cluster Led by: Provincial Investment and Promotion Office
Information, Communications, and Volunteer Mobilization Cluster Led by: Provincial Information Office and Provincial Disaster Risk Reduction and Management Office
Monitoring, Evaluation, and Accountability Cluster Led by: Office of the Provincial Administrator and a representative from the Commission on Audit
Governor Baricuatro emphasized the importance of unity, coordination, and transparency in the recovery process.
“The Kumbati Cebu framework is our commitment to build back better, safer, and stronger communities. We are working not only to rebuild infrastructure but also to restore lives and livelihoods with dignity and resilience,” said Gov. Baricuatro.
