The Cebu Provincial Development Council (PDC), chaired by Governor Pamela Baricuatro, has approved the ₱11.9-billion Annual Investment Program (AIP) for 2026 during its meeting on November 3, 2025. The approved plan will now be forwarded to the Provincial Board (PB) for final review and approval.
The 2026 AIP outlines the Provincial Government’s priority projects and programs aimed at promoting inclusive growth, improving public services, and ensuring that no Cebuano is left behind.
Of the total ₱11.9 billion investment, ₱2 billion is earmarked for Development Fund Projects and Activities, while ₱9.9 billion is allocated for Other Projects and Activities essential to sustaining provincial operations and services.

Development Fund Projects (₱2 billion)
Key allocations under the Development Fund include:
₱679 million – Construction and improvement of hospitals and health facilities, including acquisition of medical and operational equipment;
₱611.5 million – Road and bridge construction, improvement, and repair, as well as the street lighting program;
₱25 million – Water Supply System Development Program;
₱146.5 million – Food Security and Environmental Program;
₱141.5 million – Construction, improvement, and furnishing of government buildings and other facilities; and
₱41.5 million – Digitalization, Information, and Communication Technology Program.

Other Projects and Activities (₱9.9 billion)
A total of ₱9.9 billion will support various operational and service-oriented programs, including:
₱2.9 billion – Operation of Provincial Hospitals;
₱1.2 billion – Provincial Health Office Programs;
₱464.3 million – Social Welfare Programs;
₱49.3 million – Bus Terminal Operations;
₱30.7 million – Waterworks Operations;
₱391 million – Provincial Disaster Risk Reduction and Management Programs;
₱150 million – Scholarship Program (Cebu Province Grants Intended for Tertiary Students – CP-GIFTS); and
₱10 million – Cebu Provincial Anti-Drug Abuse Commission Programs.

Governor Baricuatro emphasized that the 2026 AIP reflects a realistic and balanced budgeting framework that aligns with her administration’s commitment to responsive governance and sustainable development across Cebu’s towns and cities.
“This investment plan underscores our dedication to deliver quality healthcare, resilient infrastructure, and inclusive programs that uplift every Cebuano community,” said Governor Baricuatro. “We are moving forward with a clear vision — to ensure that progress reaches even the most remote barangays of Cebu Province.”
