Cebu City Honors Outstanding Individuals, Institutions at 89th Charter Day Testimonial Dinner

The Cebu City Government honored outstanding individuals and institutions during the 89th Cebu City Charter Day Testimonial Dinner and Awarding Ceremony held Tuesday evening at the Waterfront Cebu City Hotel.

In his Charter Day message, Mayor Nestor Archival expressed deep appreciation to the awardees for their steadfast support and meaningful contributions to the city’s development.

“To the individuals, organizations, and institutions we honor tonight, this testimonial dinner is for you. Thank you for your quiet sacrifices, your sleepless nights, your courage in times of crisis, and your faith in our beloved city,” Archival said.

The mayor underscored that Cebu City’s milestones are products of collaboration and shared responsibility between government and stakeholders.

“As your Mayor, as an engineer who believes in building things that last, and as a fellow Cebuano, my heart is full of gratitude. Every bridge we build, every classroom we open, every family we help—these are not achievements of government alone. They are the result of partnership, trust, and love for our city,” he added.

Archival also acknowledged the contributions of Cebu City’s former mayors, recognizing their leadership and the foundations they laid for the city’s continued growth.

Awardees Recognized

Nilo Ferrater Rusiana and Elreen Ann Ando were named Outstanding Individuals for their exemplary service and impact on the community.

Under the Outstanding Institutions category, awards were conferred on the Center for Industrial Technology and Enterprise, Mayari Animal Rescue Organization Inc., Municipality of Haarlemmermeer, and Roble Shipping Inc..

Posthumous awards were likewise presented in honor of Max Sherwin T. Limpag, Errol “Budoy” Marabiles, Rosario Chua, and Dr. Rosa Carmen P. Tenazas, in recognition of their lasting contributions to the community.

Mayor’s Special Awards

Special recognition through the Mayor’s Special Award was also extended to Pamela Baricuatro, Vice Mayor Tomas Osmeña, John Lloyd Ople, the teenager who rescued three individuals during the Binaliw landfill trash slide, Biyaya Animal Care Foundation, and Safehaven Recovery Village.

The testimonial dinner was part of the weeklong celebration of Cebu City’s 89th Charter Day, highlighting the collective achievements, resilience, and shared commitment of individuals and institutions dedicated to advancing the city’s progress and development.
