ARRIVAL PROTOCOLS FOR INTERNATIONAL PASSENGERS AT THE MACTAN-CEBU INTERNATIONAL AIRPORT (MCIA)

IMPORTANT NOTE: All international commercial flights remain suspended. The arrival protocols only apply to passengers arriving via international sweeper or repatriation flights, or rerouted flights from Manila due to quarantine processing limitations.

MCIA reminds arriving international passengers to strictly adhere to the following protocols upon check-in at their port of origin and upon arrival at MCIA.

  1. Upon check-in at port of origin, all international passengers travelling to Cebu via MCIA must present the following documentary requirements:
    1. Valid Passport
    2. Valid visa with proof of filiation or marriage, if applicable
    3. For returning non-OFW Filipinos (ROFs) or foreign nationals, proof of pre-booked Cebu hotel accommodation is needed. For list of accredited hotels, visit http://tiny.cc/MCIAHotelListCOVID.
    4. For Overseas Filipino Workers (OFWs), kindly coordinate with the Overseas Workers Welfare Administration (OWWA) for specific requirements and other guidelines.
    5. Completed forms from the Bureau of Quarantine (BOQ):
  • Health Declaration Form
  • Patient Profile Sheet (2 copies)
  • Passenger Undertaking Form
  • Case Investigation Form for COVID-19
  • Laboratory Request Form
  • OWWA Project Case Form, if OFW
  1. All passengers shall undergo a COVID-19 RT-PCR swab test upon arrival at MCIA and must have confirmed hotel accommodation in Cebu for a specific number of days while waiting for their test result.

For returning non-OFW Filipinos and foreign nationals, the cost for swab test and hotel accommodation shall be shouldered by the passengers. The costs of the RT-PCR swab testare the following:

    1. PhP4,900.00 for returning Filipinos and foreign nationals
    2. Php4,400.00 for OFWs
  1. Test results are made available within24-48 hours from the time the last passenger on the same flight gets tested.

If the PCR test result is negative, the LGU may bring the passenger to his/her residence in Cebu or they may be allowed to go home through their private vehicle. If the passenger is not based in Cebu, he/she may take his/her onward flight.

If PCR test result is positive, the passenger must comply with mandated health, safety, and treatment protocols of the Department of Health and Bureau of Quarantine.

Step 1. Upon arrival, proceed to thermal scanning by the Bureau of Quarantine. Submit the following completed forms:

  • Health Declaration Form
  • Patient Profile Sheet (2 copies)
  • Passenger Undertaking Form
  • Case Investigation Form for COVID-19
  • Laboratory Request Form
  • OWWA Project Case Form, if OFW

Step 2. Proceed to Immigration for clearance.

Step 3. Proceed to the following counters at the Arrival Reclaim Hall:

  • For OFW: OWWA counter
  • For returning non-OFW Filipinos and foreign nationals: Cashier counter

(PHP and Visa card are accepted. For other currencies, proceed to the foreign exchange counter at the arrivals area.)

  • For other inquiries: DOT, DILG, and DOH counters

Step 4. Proceed to the waiting area for swab testing.

Step 5. Submit the completed Laboratory Request Form and undergo PCR swab test.

Once swab test has been completed, wear the orange band/sticker on your right wrist to indicate that the swab test is done.

Step 6. Claim your baggage at the assigned reclaim belt.

Step 7. Proceed to waiting area and wait for a representative from the respective agencies for Customs clearance:

  • OWWA for OFWs
  • Accredited hotel liaison officers for returning non-OFW Filipinos and foreign nationals

Step 8. Proceed to Customs for clearance.

Step 9. Proceed to your designated vehicle with your respective agency representative for hotel drop-off.

Step 10. Wait for an email of the swab test result from the Bureau of Quarantine to be released after 24-48 hours.

Ensure that your e-mail address is valid. If the e-mail address is invalid, a copy of your test result will be sent to your designated hotel. Results are uploaded to a secured website provided to the designated hotels. Hard copy of the test results will be given to the passengers by the assigned hotel liaison officer.

Step 11. If you require a BOQ medical certificate, you may obtain your certificate via the DOH-BOQ Quarantine Certificate page.

Passengers are strongly advised to continuously monitor the status of their flights and ensure that they have the necessary documents in compliance with the regulations of the local government of their point of origin and destination. ###
