Travel requirements for LSIs, APORs arriving from Manila, residing in Cebu City

CEBU CITY – Effective August 28, 2020 all domestic passengers classified as locally stranded individuals (LSIs) and private Authorized Persons Outside of Residence (APORs) arriving from Manila and residing in Cebu City are required to submit a Letter of Coordination (LOC) issued by their barangay of residence in Cebu City prior to their arrival at Mactan-Cebu International Airport (MCIA).

This is in addition to the Travel Authority issued by PNP-Joint Task Force COVID Shield for LSIs and following the mandate of the Cebu City Government, MCIA public advisory reads.

The advisory said that upon arrival in Cebu City, all LSIs and private APORs must: (1) Undergo a 14-day quarantine at a facility determined by the Barangay of Residence in Cebu City, and (2) Undergo mandatory RT-PCR swab test on the 3rd to 5th day from their arrival date in Cebu City and the cost of swab test is shouldered by the City Government of Cebu.

Travel documents needed for LSIs include: Travel Authority issued by PNP JTF COVID Shield; letter of Coordination issued by the Barangay of residence in Cebu City and a valid Identification Card.

For private APORs, documents needed are; Travel Clearance from the Office of the Mayor; Letter of Coordination from the Barangay of residence in Cebu City and valid Identification Card.

For public APORs, they need the following documents– Mission or Travel Order signed by the head of the agency; Medical Certificate and Certificate of Employment (except for uniformed personnel).

MCIA advised the passengers to continuously monitor the status of their flights and to ensure that they have the necessary documents in compliance with the regulations and guidelines of the LGU of their point of origin and destination.
